Through out that states there are some state that do not have bounty hunting and it is illegal to bounty hunt in that state. But most states allow bounty hunters to come in and help other bounty hunter. I know that one of the states that do not allow bounty hunting is Mexico because in 2003 Duane dog Chapman had went to Mexico to capture one of Americas most wanted fugitives. In 16 days dog had found that guy and when they had started to bring the person in the police took dog under a rest because in that state they can not bounty hunt so dog and his son and brother had spent about a week or more in Mexican jail and to tell you it is not fun when you are a Mexican jail and it was very hot. The other states that don't allow bounty hunting are Kentucky, Illinois and the last one is Oregon
